On October 18, 2016 for the first time the Ministry of Health of Russia presented the all-Russian "Rating of therapists of Russia". Among 46,665 medical workers from 69 regions of the Russian Federation, 37,607 were selected who work in typical areas from the point of view of experts, and 500 winners have already been identified among them.
The rating included general practitioners and general practitioners who have worked in public medical institutions for at least one year. The site of the therapist's work must also meet certain criteria, for example, have the desired age structure, where at least half of the population must be between the ages of 28 and 57. When compiling the rating, such features as the unevenness of the average age of the population in the areas, regional heterogeneity, and whether the work of a doctor contributes to the priority goals and objectives of the health care system were taken into account.
The experts focused on the objectivity of the parameters and their transparency, as well as an adequate assessment of the results of the doctors' work. Only those events were kept that are directly related to the work of the therapist; for example, accidents, traffic accidents and so on were excluded from the statistics.
Methodology for rating therapists in Russia
The rating was calculated based on the following data: the number of deaths, the number of hospitalizations, medical examinations and ambulance calls were taken into account; special attention was paid to areas with higher mortality and an increased number of ambulance calls.
For each indicator, the average federal and regional value was derived, and based on these data, the best doctors for each region were determined. If the value of the site corresponded to the federal one, then the rating score was 0, if it was lower than the baseline, then the rating score for the indicator was calculated at the maximum, and if higher, then at the minimum.
As a result, most of the doctors-champions were in the Krasnodar Territory, Kemerovo and Rostov Regions, as well as in the city of Moscow and the Moscow Region. Recall that Russia ranks last in ranking of countries by level of healthcare.
Compiling a rating of the best Russian physicians is one of the initiatives of the Ministry of Health aimed at improving the quality of medical care for the population. In addition to answering the question of who to go to for treatment, the rating can be useful in other cases. For example, less experienced colleagues will be able to get help from veterans, and veterans, in turn, will exchange knowledge.
In addition, it should be added that, perhaps, the results of the ranking will have an impact on the distribution of material benefits for doctors. The Ministry of Health plans to make the rating annual. The same rating, based on objective data, can be created for teachers and cultural workers.
